ERIS development ERDF project

On 17 December 2021, the Ministry of Economics started the implementation of the project ‘Digital transformation of the administrative process in the Ministry of Economics’ co-financed by the European Regional Development Fund, Agreement No 2.2.1.1/21/I/006 (‘project’). The main goal of the project is to introduce a single approach to the digitalisation of the administrative process in the Ministry of Economics (ME), enabling improvement in several existing and outdated information systems, replacing existing manually processed registers, and to carry out the digitisation of the administrative process of the national energy policy monitoring conducted by the State Construction Control Bureau (SCCB), transitioning from administrative processes based on paper documents to fully digital ones.

The project has the following goals:
1. carry out the digitisation of energy policy administration processes and include the technical implementation of the process in the SCCB information and communication technology platform and unified management;
2. improve the efficiency of the processes covering the main activities of SCCB;
3. encourage the circulation of information in digital format;
4. reduce the administrative burden on businesses and direct state administration institutions.

Main activities of the project:
1. Project management.
2. Preparation of supporting documentation for the project.
3. Preparation of software development/customisation and integration procurement documentation, and completion of the procurement.
4. Design description preparation.
5. Software development/customisation and integration.
6. Software testing.
7. Implementation and commissioning of the software.
8. Preparation of information and education materials and IS user training.
9. Platform security and performance audit.

The following will be achieved as a result of the project:
1. Improved centralised open information system platform.
2. Four SCCB basic business processes improved or created (1. Monitoring and supervision of compliance with transport energy conditions (created). 2. Management of oil product issues and development of data interfaces (created). 3. Monitoring and supervision of the Mandatory Procurement Component mechanism for electric power (improved). 4. Management of energy performance processes (improved)).
3. The management of SCCB’s core business processes was improved through six activities (fuel quality monitoring; laboratory data, inspection, and inventory data management; statistical data collection and management; national oil product security reserve management; state fee payment monitoring, warning, and decision management) which will be standardised and based on automated workflows and processes.
4. Uniform workplaces were created for ME and its institutions.
5. SCCB e-services were improved, based on changes in core business processes.
6. Data sets were created for publication in reusable data formats, improving the availability of SCCB data.

As a result, communication with businesses, ME institutions, public administration institutions will speed up, and the administrative burden of the parties involved in data processing and analysis will be reduced, enabling the fulfilment of international obligations assumed by the government, and minimising the time spent managing SCCB inspections. Thus, as a result of the implementation of the project, the impact of COVID-19 on the economy as a whole will be reduced, and the ability of businesses to adapt more quickly to new market challenges will be improved. As part of the project, it is planned to reuse a separate service or data exchange interfaces of the Building Information System.

Project partners: SCCB, Central Finance and Contracting Agency, Central Statistics Bureau.

The total cost of the project is EUR 600,000, of which EUR 510,000 is ERDF funding and EUR 90,000 is national government funding.

The project implementation period is 16 months.
