Problem Report

After authorization, BIS users can report a problem or ask a question using the electronic application form. It is also possible to attach a screenshot to provide BIS support service staff with a better understanding of the issue. We recommend choosing this communication channel, as it provides feedback and the opportunity to ask additional questions for applications that require longer processing times.

Requesting BIS Support Assistance

In their profile, users can use the "Request BIS Support Assistance" option, which grants access to the BIS support service in viewing mode for 72 hours. BIS support service staff can review the user's profile to better understand the nature of the problem but cannot perform any actions on behalf of the user.

BIS Manual (only in Latvian at the moment)

Various materials with detailed information on using BIS functionality step by step are available to BIS users. The BIS manual is an integrated help resource on the BIS website, providing information on all functionality available to public portal users. Usage instructions are PDF files divided according to BIS user audiences – public portal users, BIS2 and BIS1 users, and technical specification publishers. Files can be downloaded for use on your computer from the BIS manual section.

Training Video Recordings and Presentations (only in Latvian)

The State Construction Control Bureau regularly organizes informational webinars – training sessions where users are introduced to updates, developed functionality, corrections implemented after regulatory changes, and answers to frequently asked questions are provided. All webinars include video recordings and attached presentations. Starting from 2022, time stamps are added to video recordings for faster and more convenient reference. All video materials on BIS usage are published on the Construction State Control Bureau's YouTube account.

 

BIS Automatic Notification System

The BIS automatic notification system allows registered users of the public portal (initiators of construction intentions, construction specialists, construction entrepreneurs, owners of public buildings, etc.) to receive automatic reminders (via email or system notifications) about tasks and upcoming deadlines. For example, initiators of construction intentions can receive informative email notifications about building permit issuance or warnings about the rejection of the intention application. Construction specialists and entrepreneurs can receive email notifications about the approval of construction projects, notifications about the establishment of authorization, or warnings about the expiration of the validity period of received authorizations, etc. Owners of public buildings can receive email notifications about receiving the inspection report for building operation, while individuals involved in construction can receive warnings about the expiration of the deadline for fulfilling the "Building Inspection Report" requirements.

If a person has activated an email address, they will receive building control decisions to that email address. If a person uses the "BIS mobile" application, they will also receive notifications on their smartphone.
