More than 10 years ago, on February 25, 2010, the Ministry of Economics, representatives of non-governmental organizations, and representatives of the financial sector signed the first Cooperation Memorandum, agreeing to collaborate on promoting housing renovation and initiating the movement "Dzīvo siltāk" (Live Warmer), bringing together property managers, building material manufacturers, construction companies, financial sector, and state administration representatives to achieve common goals.

The goal of the Cooperation Memorandum is to promote effective and transparent collaboration among the signatories. The main task of the Memorandum is considered to be ensuring information availability regarding the housing renovation process, including:

  1. Facilitating mutual collaboration/education of industry associations to ensure information exchange on current industry issues.
  2. Ensuring information availability on the management and maintenance of multi-apartment residential buildings.
  3. Providing information to apartment owners about funding sources for housing renovation.
  4. Informing about the benefits of housing renovation.
  5. Educating about quality conditions in the renovation process.
  6. Providing information about the quality standards of building materials and their installation technologies.
  7. Promoting the availability of quality services by informing the public about current industry information.

On March 4, 2020, the Ministry of Economics, the Ministry of Environmental Protection and Regional Development, and 34 state institutions, non-governmental organizations, and state-owned enterprises signed the updated Cooperation Memorandum, committing to jointly ensure information availability about the possibilities of rebuilding, renovating, and improving the energy efficiency of buildings (residential, public, and production).

By signing the expanded Cooperation Memorandum, the parties committed to ensuring information availability for apartment owners, entrepreneurs, and building managers regarding funding sources, including European Union co-financing, opportunities for implementing energy efficiency projects, as well as informing about the benefits of building renewal and reconstruction, the importance of well-being (microclimate, acoustics, ventilation, etc.) in buildings, sustainability in building construction and maintenance, innovations, smart solutions, and digitization in construction and energy efficiency. Additionally, the memorandum aims to promote the development of local energy communities and energy communities based on renewable energy resources, educate construction process participants about quality building renewal conditions, requirements for building components, and their installation technologies, and encourage private and public investment in energy efficiency measures in residential, public, and production buildings, as well as the development of tax policies that promote energy efficiency.
