Unified registration process
New service will be available in the Building Information System (BIS) from 6 January 2026 – the Unified Building Registration Process (the unified process).
The aim of the unified process is to introduce a one‑stop‑shop principle and reduce the administrative burden in the construction process. A person will no longer need to contact the State Land Service with an initiative to register building data in the State Immovable Property Cadastre Information System (the Cadastre) and then submit yet another separate initiative to record the building in the State Unified Computerised Land Register (the Land Register).
These processes will be carried out with a single application, which the owner will be able to prepare in BIS, simultaneously initiating both the construction and the subsequent data registration in the Cadastre and the registration of property rights in the Land Register. When registering data within the unified process, the State Land Service will not perform building inspection or surveying, and a cadastral surveying file will no longer be required for commissioning a building.
Additionally, BIS will allow immediate payment of a single invoice for registration in the Cadastre and the Land Register, as well as tracking the status of the unified process service.

In which cases will the unified process apply?
From 6 January 2026, the unified process will be automatically applied to new construction intentions when the land owner, on their own land:
- constructs a new building or engineering structure;
- reconstructs or renovates an existing building, engineering structure, or group of premises (for example, an apartment).
In the case of new construction, data about the building will be transferred from BIS sequentially to the Cadastre and the Land Register. In cases of reconstruction or renovation, data will be transferred only to the Cadastre, as registration of property rights in the Land Register is not required for these cases. In the case of new construction of multi-apartment buildings, the building will be registered and recorded in the Cadastre and the Land Register once it is accepted into operation. Meanwhile, the division of the building into apartment properties must be performed by the building owner outside the unified process, registering each apartment property separately according to the procedure established in regulatory enactments.
The initiator must attach to the project:
- floor plans of the building or group of premises, as well as general plan vector files (in DWG or DGN format), if the construction process requires the preparation of such plans;
- as-built measurement vector files (in DWG or DGN format) for new buildings and engineering structures, or if changes affect the external contour of the building or engineering structure;
- building photographic documentation (photos) (in JPG or similar format) for new buildings and for reconstructed or renovated buildings where the façade or exterior appearance changes. Instructions on how to prepare building photos can be found here.
The unified process does not apply to temporary buildings, seasonal buildings, land‑improvement structures without building characteristics, and special‑purpose buildings of the defence forces.
How to apply the unified process to previously initiated construction intentions?
It is possible to apply the unified process also to construction intentions initiated before 6 January 2026, if the following conditions are met:
- the land owner is building on their own land;
- no application for completion of construction works has yet been submitted for the construction intention.
To complete an already started construction intention as a unified process, the construction initiator must perform the following actions in BIS:
- indicate information about building owners in the certificate of readiness for commissioning;
- add vector files (in DWG or DGN format) to the existing project floor plans, group of premises plans, and the general plan;
- attach as-built measurement vector files (in DWG or DGN format) and building photos (in JPG or similar format) to the application for completion of construction works. Instructions on how to prepare building photos can be found here;

What is the execution time for the unified process service?
Total service execution time:
- decision of the construction authority on commissioning – 10 working days;
- data registration in the Cadastre – 10 working days, or 15 working days if registering data for more than three buildings or 10 groups of premises, or 100 rooms within one construction case;
- registration of property rights in the Land Register – 10 days.
