Published Tuesday, 04 June 2024With the aim of promoting the efficient and safe maintenance of residential buildings throughout their operational lifespan, the Cabinet of Ministers adopted changes to the regulations on the inspection, technical maintenance, and routine repairs of residential buildings during its meeting on June 4 of this year, establishing a mandatory standard.
The regulations cover general basic requirements for the inspection and technical maintenance of residential buildings, including the equipment and communications therein. The changes to the regulation stipulate that managers of multi-apartment residential buildings must apply the Latvian standard, which will promote a unified understanding and conditions by defining detailed procedures and criteria to be followed during the visual inspections, technical maintenance, and routine repairs of the territory, main structures, equipment, and engineering networks of multi-apartment residential buildings. This includes inspections after storms, floods, heavy rainfall, and other natural disasters. The standard is also recommended for situations and cases not specified in the regulation.
Applying the standard will help determine the necessary work plans that correspond to the actual situation and will promote efficient and safe maintenance (physical preservation) of the residential building throughout its operational period. This will prevent the risk of hazards while ensuring that the financial resources and funds available for the residential building are used economically and rationally.
The changes to the regulation are based on the issues indicated and the initiatives provided by representatives of the residential building management sector.
The mandatory application of the standard for the inspection and technical maintenance of residential buildings is scheduled to begin on January 1, 2025.
The acquisition of the standard (EUR 44.09) will be a one-time payment by the manager, with the expenses proportionally divided among all managed buildings and the number of apartments therein. This cost may be included in the monthly management bill or the budget for the following year.
