Growing Interest in Home Repair Loans

ALTUM Multi-Apartment Building Repair Program: 369 Loans Granted by July 2025

As of July 2025, a total of 369 loans amounting to €29.2 million have been granted under the ALTUM Multi-Apartment Building Repair Program, confirming a steady interest among residents in improving their living environment. This program allows not only for repair work but also for landscaping of the surrounding area and preparation of related service documentation.

Riga and Kurzeme are the regions with the highest activity – Riga accounts for 143 loans (including 110 in Riga city), while Kurzeme has 118. Vidzeme and Zemgale are also actively using the program, with 65 and 34 loans respectively, while Latgale shows the lowest interest, with only 9 loans approved.

Ieva Vērzemniece, Head of ALTUM’s Energy Efficiency Program Department: “We see that residents are increasingly making decisions about significant home improvements. Even without dedicated energy efficiency support, people choose works that improve the technical condition of the building and reduce heating costs in the long term, so we encourage everyone to take advantage of this opportunity. Support is also available for elevator and balcony repairs, water and sewer system repairs, heating system upgrades, or improvement of the building’s surroundings.”


Roofs and Facades – the Main Focus of Improvements

Although the list of eligible measures under the state-supported Multi-Apartment Building Repair Loan Program is broad, the vast majority of loans are issued for various types of construction work in apartment buildings. Most commonly, the loans are used for roof replacement, facade renovation, utility system upgrades, preparation of technical documentation, and strengthening of building structures. Regional specifics have also been observed – in Riga, facade restoration works are especially popular, while outside Riga roof repairs and replacement dominate.

The average loan amount is €78,000, but in total values range from €8,000 up to €509,000, depending on the building and the scope of planned work.


Trend – Energy Efficiency

Although there is currently no dedicated energy efficiency support program, repair loans indirectly promote energy efficiency. “Roof replacement directly improves the building’s energy performance, as do facade and plinth repairs. These loans are also used for the development of technical documentation, which shows that residents plan repair works that will positively impact the building’s energy efficiency in the future,” highlights I. Vērzemniece.


Example: Madona Shows the Way

One of the projects that has received a state loan is located in Madona, at 34B Saules Street. The multi-apartment building, managed by SIA Madonas namsaimnieks, has been granted a loan of €81,669 over 8 years for roof replacement. The building contains 18 apartments, and after the works are completed, the monthly payment for apartment owners will be just €1.02/m².
