Starting from January 1, 2025, Building Information Modeling (BIM) will be introduced in the construction of new third-group buildings funded by public entities. The requirement to develop a BIM model as a mandatory part of the construction project will apply to the construction of new third-group buildings financed by public legal entities. Consequently, the building information model will be an integral part of the construction project for new third-group buildings, including architecture, structural engineering, and internal engineering systems.
The extensive use of BIM in public third-group new building construction projects is another step towards the digitalization of the construction industry, improving the quality and efficiency of the construction process, and enhancing sector productivity. The public sector will serve as an example in utilizing these digitalization opportunities, making efficient investments, and promoting higher-quality construction.
As evidenced by the experience in the United Kingdom, the skilled use of BIM can help save up to 30% of construction costs and ensure that construction work is completed on time. Until now, the use of BIM in Latvia has been voluntary. However, BIM has already been widely applied in new third-group building construction, particularly in private-sector construction projects.
As is known, a building information model is a digital three-dimensional representation of a building and contains information (e.g., textual, graphical) about the physical and technical properties and functions of the building. It significantly improves the quality of the construction project and reduces risks in the subsequent construction process by identifying all "clashes" and discrepancies between project sections. The use of BIM in the construction process ensures optimal organization and execution of construction work, helping to avoid downtime. BIM is also an effective tool in building operation, creating an optimal maintenance model (technical service schedules, facilitating understanding of the building's structure).
The requirement to apply BIM in the construction of publicly funded new third-group buildings from January 1, 2025, is established by the amendments to the Cabinet of Ministers Regulation No. 529 "Building Regulations," which were approved by the government on September 26, 2023.
