Reducing Administrative Burden for Road and Street Construction Contractors: Amendments to Construction Regulations Approved

To reduce the administrative burden for road and street construction contractors, particularly in terms of actions required in the Construction Information System (BIS) to record construction progress in the construction log and prepare work completion reports, the Cabinet of Ministers approved amendments to the Cabinet of Ministers Regulations No. 633 "Road and Street Construction Regulations" at its meeting on January 14 of this year.

This amendment is part of the Action Plan for Reducing Administrative Burden in Real Estate Development, aimed at improving regulations for documenting construction works and mitigating construction quality risks.

Key Changes and Benefits

The amendments will reduce the workload and the time required for construction specialists (construction managers, construction supervisors, and author supervisors) compared to the current regulations. This will allow them to focus more on actual construction supervision rather than on fulfilling formal requirements. Additionally, the changes will ensure a more predictable construction process and reduce disputes between construction stakeholders and regulatory authorities—such as disagreements over required work completion reports, their number, and the procedure for construction inspections.

Main improvements include:

  • Contractors will only need to make one daily entry in the construction log for consecutive uniform work, eliminating unnecessary duplication when the same work continues for several days.
  • The distinction between daily and special construction work will be removed, preventing disputes regarding the correct completion of the construction log.
  • Parties will need to agree on additional work acceptance reports beyond those required for load-bearing structures and fire safety systems.
  • Construction work will be allowed to proceed in parallel with the approval process for work acceptance reports.
  • The construction supervisor will need to inform in advance which daily tasks they wish to inspect.

Transition Period and Implementation

To allow construction stakeholders to prepare for these regulatory changes and adapt the Construction Information System (BIS), the planned amendments to construction documentation will take effect on July 1, 2025.

  • For construction projects started before June 30, 2025, the existing work acceptance report types will remain applicable.
  • From July 1, 2025, construction stakeholders can decide whether to continue documenting construction progress and work acceptance reports in BIS following the previous practice or to adopt the new approach according to the approved amendments.

Background: The Government’s Action Plan

As is known, on April 2, 2024, the Cabinet of Ministers approved an action plan with nearly 60 measures aimed at reducing administrative burdens in real estate development. The Ministry of Economics is responsible for implementing measures specifically focused on reducing administrative burdens in construction processes and housing development.
