ERDF BIS development project (Round 2)

The Construction Information System (hereinafter referred to as BIS) provides a unified view where the public can obtain information about construction processes and ensures the circulation of documentation related to construction. It also facilitates equal access to decision-making regarding construction and ensures consistent interpretation of regulatory requirements throughout Latvia. BIS aims to optimize and streamline the work for involved local and state government institutions, such as construction supervision authorities, and facilitate communication among participants in construction (including operation) processes.

In previous stages of BIS system development, extensive functionality was implemented, providing full electronic support for various construction processes from construction project proposals to operation. However, considering industry development trends, it is necessary to continue the existing system's development, as well as create new functionalities, electronic processes, and related services. The overarching goal of the "Construction Processes and IS Development (Phase 2)" project (hereinafter referred to as the Project) is to contribute to achieving the specific support objective of the action program "Growth and Employment" 2.2.1: "Ensure an increase in public data reuse and effective interaction between public administration and the private sector," by implementing measures within activity "2.2.1.1. Establishment of Centralized ICT Platforms for Public Administration, Optimization, and Development of Public Administration Processes."

The main objectives of the Project are to enhance and expand BIS functionality to provide a centralized collaboration platform for managing construction processes and developing building life cycle management, aligning with modern global and European Union trends. This aims to reduce administrative burdens and gradually support the Building Information Modeling (BIM) principles.

Project Objectives:

  1. Improve productivity and efficiency in the construction industry by enhancing the use of information and communication technologies in building life cycle management.
  2. Reduce administrative burdens for individuals and legal entities.
  3. Enhance service availability and increase the reuse of public data.

Key Activities to Achieve Project Objectives:

  1. Project management and implementation.
  2. Provision of consultancy services, including the development, coordination, and management of foundational project documentation in an electronic collaboration environment.
  3. Enhancement of Information System:
    • Improvement of the review and approval process for construction proposals and projects.
    • Enhancement of the construction supervision process.
    • Improvement of the building operation supervision process.
    • Improvement of the construction contractor data management process.
    • Improvement of the construction specialist data management process.
    • Improvement of the building energy efficiency management process.
    • Establishment of the construction waste/debris tracking process.
  4. Training for administrators and BIS users, including the development of support materials.
  5. Quality control audit for the implementation of the Information System.

Project Implementer: State Construction Control Bureau (Būvniecības valsts kontroles birojs).

Project Partners: Ministry of Economics, State Land Service, Court Administration, State Regional Development Agency, Office of Citizenship and Migration Affairs, Latvian Environment, Geology and Meteorology Centre, Ministry of Agriculture's Real Estate, National Archives of Latvia.
