As of 10 April 2026, a new solution is available in the Construction Information System (BIS) in testing mode – an assistant based on artificial intelligence technologies (AI assistant).
When working with BIS, users often need to navigate both regulatory legislation and the system’s functionality. The purpose of the AI assistant is to expand the services of the BIS support desk by providing faster and more structured information on questions related to the use of BIS. Until now, user support has largely been based on individual consultations and direct online communication. The new BIS AI assistant complements this approach by enabling users to quickly obtain answers to frequently asked questions, better understand process logic and workflows, and use BIS functionality more efficiently.
Phased development
The implementation of the AI assistant in BIS is taking place gradually:
- Phase 1 – use of the assistant within the BIS support desk, improving the speed and quality of support;
- Phase 2 (current) – support for users of the BIS public portal on matters related to the use of BIS;
- Phase 3 (development/testing) – user support on issues related to construction regulatory frameworks;
- Phase 4 (planned) – integration into BIS e-services and core processes, as well as into the processing of user applications (depending on funding availability).
In the long term, the AI assistant will become an integral part of BIS, helping users better navigate the system and construction regulatory matters, as well as making it easier to prepare data and initiate processes or e-services.
Why not publicly available AI tools?
In developing the solution, a conscious decision was made to create a specialized BIS AI assistant rather than use publicly available AI tools. This approach allows for:
- more precise compliance with sector-specific regulatory requirements – the assistant is trained using BIS user documentation and the body of Latvian construction-related legislation;
- the ability to provide detailed and practical instructions on using BIS, which general-purpose AI tools cannot deliver with sufficient accuracy;
- compliance with security requirements for user data processing;
- integration capabilities that will, in the future, allow the AI assistant to perform actions within BIS processes and e-services, in accordance with user instructions.
How to use the assistant effectively
To ensure the assistant can provide the most useful responses, we recommend following a few simple guidelines:
- ask questions clearly and specifically;
- provide context (for example, the situation or process stage);
- ask one question at a time;
- verify important regulatory aspects using the referenced sources provided;
- use the assistant’s responses as support for your next steps.

Testing mode and user involvement
The AI assistant is currently operating in testing mode, which means that in some cases its responses may be incomplete or inaccurate. For this reason, user involvement is particularly important at this stage. We invite you to provide feedback on the assistant’s responses using the available rating options (smiley icons). Your participation is essential for improving the solution. If the AI assistant does not provide a sufficiently accurate or detailed answer, we encourage you to use the existing BIS support channels.
