From April, the unified building registration process will also apply to new constructions

From April 1 this year, the scope of the unified building registration process (UBRP) is being expanded to include the registration of new constructions, i.e. unfinished buildings.

Registration of new constructions is important in mortgage lending processes, as well as in other cases where, within private legal relations, it is necessary to register rights to a building in the Land Register before it is commissioned.

Going forward, within a single process, by declaring data in the Construction Information System (BIS) on the actual built volume of the building, it will be possible to initiate the registration of data on a new construction in the State Real Estate Cadastre, as well as its registration in the Land Register. These processes will be carried out through a single application, which the owner will be able to submit electronically in BIS, attaching photos of the building and as-built measurements. Please note that the unified building registration process currently applies only in cases where construction is carried out on one’s own land.

Minister of Economics Viktors Valainis: “This is a small step that demonstrates gradual but steady progress towards our common goal – reducing bureaucracy and simplifying processes. At present, the registration of unfinished new constructions is ensured, while we continue to move towards full digitalisation and automatic data exchange and reuse across all stages of construction.”

Director of the State Construction Control Bureau (BVKB) Baiba Vītoliņa: “The latest data on UBRP show that, out of 6,070 new construction projects, 3,699 or 61% met the UBRP requirements. During this period, compliance has increased from 45% to 61%, clearly demonstrating the necessity of the process and its increasingly active application and use.”

The State Construction Control Bureau (BVKB), as the maintainer of BIS, continues to actively educate BIS users about the new services. The UBRP has been in force since 06.01.2026. Until now, it was automatically applied to new construction initiatives where a landowner builds a new building or engineering structure on their own land, or reconstructs or renovates an existing building, engineering structure, or group of premises (e.g. an apartment), by submitting the necessary documents and files. UBRP can also be applied to previously initiated construction projects, provided that the required documents and files are uploaded in BIS.
