On 21 July 2026, the Cabinet of Ministers approved amendments drafted by the Ministry of Economics aimed at simplifying residential building management requirements and reducing the administrative burden. The amendments introduce a uniform frequency for visual inspections of residential building elements, structures, equipment, and utility systems. Going forward, such inspections will be required once a year.

Previously, the regulations stipulated different inspection frequencies for various parts of residential buildings, with some requiring visual inspections once a year and others twice a year. This approach created an additional administrative and financial burden for residential building managers and owners.

The need to review these requirements was raised by the Action Group for Reducing Bureaucratic Burden, which pointed out that more frequent mandatory visual inspections require significant financial resources.

“The adopted changes will make it possible to eliminate formal and less effective inspections while maintaining high building safety standards. Optimising building management costs is expected to allow the savings to be redirected towards necessary repair works and improvements to the technical condition of residential buildings,” emphasises Minister of Economics Viktors Valainis.

The adopted amendments introduce a uniform requirement in all cases covered by Cabinet Regulation No. 907, stipulating that a visual inspection of a residential building must be carried out once a year. At the same time, the amendments do not change the obligation to carry out additional inspections when required due to the technical condition of the building, following an accident or natural disaster, or in other circumstances that may pose a risk to the building or its occupants.
