Regulation adopted to launch the unified construction process from the New Year

On Tuesday, 16 December, the Government approved the necessary amendments to the regulatory enactments to enable the introduction of a unified process in the field of construction throughout Latvia as of 6 January 2026 – from the initiation of a construction proposal to the registration of the building in the Land Register.

This means that a construction application will also serve as an application for the subsequent registration of the building in the State Immovable Property Cadastre Information System and, thereafter, for its entry in the Land Register.

The reform introduces a “one-stop agency” principle, combining the initiation of construction, data registration in the State Immovable Property Cadastre Information System (the Cadastre), and the registration of property rights in the Land Register into a single application submitted via the Construction Information System (BIS). A significant change is that, within the framework of the unified process, a cadastral survey file — i.e. an on-site inspection carried out by the State Land Service prior to commissioning — will no longer be mandatory. Instead, the initiator of construction will be required to attach photographs of the building and digital floor plan files to BIS.

“This is the most important construction reform in recent years! In order to make the unified process possible, extensive interoperability of information systems and data exchange between institutions has been ensured, resulting in full digital processing of documentation from the new year. Data will be transferred automatically and sequentially between systems, reducing the administrative burden for citizens, businesses, and public institutions. As a result, both the time required for document processing and the related costs will be significantly reduced,” emphasises Viktors Valainis, Minister for Economics.

The unified process will apply to construction intentions where the landowner constructs a new building or engineering structure on their land, or reconstructs or renovates an existing building, and the building owner is also the landowner. From 6 January 2026, it will also be possible to apply the unified process to previously initiated construction intentions, subject to additional conditions in cases where the owner is building on their land and a completion of construction application has not yet been submitted.

“It is important to remember that the first stage of the unified process, which will begin at the start of 2026, will be followed by further stages. From 1 April 2026, the unified process will also apply to unfinished new buildings, and later it will gradually be expanded to other construction cases,” explains Baiba Vītoliņa, Director of the State Construction Control Bureau (BVKB).

Several regulatory enactments — under both the Ministry of Economics (EM) and the Ministry of Justice (TM) — have been amended to implement the unified building registration process. One of the key laws providing for its introduction is the Construction Law, the amendments to which were adopted by the Saeima on 13 November this year. Amendments have also been adopted to the Land Register Law and the Law on Recording Immovable Property in the Land Registers.

At its meeting on 16 December, the Government approved amendments to several Cabinet of Ministers (CM) regulations under the responsibility of the Ministry of Economics related to the unified process — amendments to the “Building Regulations”, “Certain Engineering Structures Construction Regulations”, “Road and Street Construction Regulations”, “Hydrotechnical and Land Reclamation Structures Regulations”, “Electronic Communications Engineering Structures Regulations”, “Radiation Safety-Related Construction Regulations”, “Construction Regulations for the Inland Waters, Territorial Sea and Exclusive Economic Zone of the Republic of Latvia”, and Latvian Construction Standard LBN 202-18 “Preparation of Construction Intention Documentation”.

The Government had previously supported the Ministry of Justice’s related amendments — to the CM regulations “Regulations on the Registration of Cadastre Objects and Updating Cadastre Data”, “Price List and Payment Procedure for Chargeable Services of the State Land Service”, and “Regulations on Highly Detailed Topographic Information and its Central Database”.

“As a result of the amendments, the time required for the registration of buildings in the Cadastre will be reduced almost threefold, while in certain cases registration costs will decrease several times. Overall, this will significantly accelerate the building registration process and reduce costs for both residents and businesses,” notes Inese Lībiņa-Egnere, Minister for Justice.

With the introduction of the unified process, it will be possible to track the digital progress of an application. Payment of invoices for registration in the Cadastre and the Land Register will also be possible in one place — BIS.

To support the implementation of the unified process, the BIS administrator, the State Construction Control Bureau (BVKB), will prepare several explanatory informational materials by 6 January 2026, which will be available in the “Unified Process” section of the BIS portal. BVKB also invites interested parties to join an informational webinar on 9 January 2026. Within the unified process, BIS clients will be supported by the BIS customer support line: 62004010. Meanwhile, the State Land Service customer support line 67038800 has been available since 1 July 2024.
