Published Friday, 17 October 2025The new version of the BIS portal meets modern accessibility and usability standards.

In cooperation with the most active BIS users and usability experts, the State Construction Control Bureau (BVKB) has made significant improvements to the Building Information System (BIS) portal to ensure a more convenient and accessible user experience for every system user. The new version has been developed in accordance with international web accessibility standards, ensuring equal opportunities for use, including for people with visual, cognitive, or motor impairments.
Baiba Vītoliņa, Director of BVKB:
“The new version will reduce the cognitive strain users experience when reading complex text or searching for important content details. It also provides a more intuitive way to find necessary information and navigate the BIS portal. In addition, we have introduced support mechanisms for users with different color vision abilities, as well as for those using screen readers to perceive content.”
Edgars Koroņevskis, digital product designer at PiccoMedia and active BIS user:
“BIS is a complex and multifunctional platform where any improvement requires a careful balance between technical structure and user needs. As a usability expert and BIS user, it was important for me to provide practical, user experience–based feedback on the system. I’m pleased that my suggestions were heard, tested with user involvement, and that some have already been implemented. This kind of collaboration — step by step — strengthens the system’s usability while maintaining its stability and functionality.”
The BIS portal now includes several major enhancements aimed at improving user convenience and system accessibility. Users can now adjust screen contrast, font type, and text size, ensuring better readability and visual clarity. Keyboard navigation and screen reader support have also been improved, allowing users to easily and quickly access main content — making the system more accessible to people with visual impairments.
The visual and functional design of the BIS portal has been updated — introducing contrasting buttons with icons, a simplified layout for data entry forms, and a new, more readable font. Navigation has been improved with the addition of “breadcrumbs”, helping users orient themselves within the system and understand their current location. The header section has been reviewed and enhanced with convenient links to help materials, notifications, and profile settings.
Greater attention has also been given to mobile usability — the BIS portal is now fully optimized for tablets and smartphones, maintaining a clear, intuitive, and easy-to-navigate layout.
In addition, several functional improvements have been introduced: the list of construction cases now displays object addresses, the notification list includes filtering by case number, and construction project management now allows for faster access to approval and coordination actions. The construction case section also includes quick links for creating new submissions, making work within the system even more convenient and efficient.
