As of 6 January 2025, the Building Information System (BIS) offers the Unified Building Registration Process (unified process) service.
Within this service, a single application has been created in BIS, allowing the owner to simultaneously initiate both construction and subsequent data registration in the State Real Estate Cadastre Information System (Cadastre) and the registration of property rights in the State Unified Computerized Land Register (Land Register).
When registering data within the unified process, the State Land Service will not perform building inspection and measurement, and a cadastral surveying file will no longer be required for the acceptance of a building into service.
Additionally, BIS will allow users to immediately pay a single invoice for registration in the Cadastre and Land Register and track the execution status of the Unified Process service.

From 6 January 2026, the unified process will be automatically applied to new construction intentions when the landowner, on their own land:
- constructs a new building or engineering structure;
- reconstructs or renovates an existing building or engineering structure or a group of premises (for example, an apartment).
The initiator will be required to attach:
- vector files (in DWG or DGN format) of the building floor plan or group of premises plan, as well as the site plan, if the construction process requires the preparation of such plans;
- vector files of as-built measurements (DWG or DGN format) for new buildings and engineering structures, or if the changes affect the external contour of the building or engineering structure;
- photographs of the building (JPG or similar format) for new buildings and renovated or reconstructed buildings where the façade or exterior appearance is changed. How to prepare building photographs can be found here.

The unified process can also be applied to construction intentions initiated before 6 January 2026, if the following conditions are met:
- the landowner is building on their own land;
- no application for completion of construction works has yet been submitted.
To complete an ongoing construction intention as a unified process, the construction initiator must perform the following actions in BIS:
- indicate ownership information in the certificate of building readiness for commissioning;
- add vector files (DWG or DGN format) to the existing building project for the floor plans or group of premises plans and the site plan;
- attach vector files of as-built measurements (DWG or DGN format) and photographs of the building (JPG or similar format) to the application for completion of construction works, if necessary. How to prepare building photographs can be found here;
- pay the unified invoice for registration in the Cadastre and Land Register.

The unified process service has been developed in cooperation with the Ministry of Economics, the Ministry of Justice, the State Land Service, and the Court Administration. The adaptation of BIS for the implementation of the unified process is carried out within the EU Cohesion Policy Programme 2021–2027 co‑funded project “Improvement of the Building Information System to Ensure the Unified Building Data Registration Process” (Agreement No. 1.3.1.1/1/25/I/004).
