With the adoption of the relevant legislative amendments and the development of the necessary additional functionality, the Construction Information System (BIS) now offers the long-awaited feature of organizing electronic surveys and meetings, starting from today.
To facilitate the speed, efficiency, and traceability of the decision-making process for apartment owners, within the framework of the ERAF project "Development of Construction Processes and Information System (Phase 2)," the Owners' Case has been created in which apartment owners are provided with the opportunity to familiarize themselves with property management documentation and organize electronic surveys and meetings.
The functionality of electronic meetings will facilitate the participation in the decision-making process for those apartment owners for whom participation in on-site meetings may be difficult for various reasons, such as mobility impairments or being abroad, etc.
Despite the availability of electronic surveys and meetings, apartment owners still have the right to organize and participate in on-site meetings. At the same time, BIS ensures that all processes performed outside the system are attached to BIS (according to regulations, this must be done within 14 days). There is also an option for apartment owners to vote before the on-site meeting if, for any reason, they cannot do so on the specified date, while retaining the right to participate and vote in the on-site meeting (in this case, the prior online vote is canceled).
Surveys can be organized both as before - in writing outside BIS, with the results being entered into BIS within 14 days, and electronically. The entire process of organizing electronic surveys, from initiation to decision-making, will be provided using BIS functionality (including the option to attach individual votes by uploading them to BIS).
In addition to the functionality for organizing electronic meetings and surveys, within BIS Owners' Case, apartment owners can communicate with other owners and administrators, create inspection applications for the administrator, create and accumulate documents related to property maintenance in one place, view documents, and add decisions. Furthermore, apartment owners can authorize other individuals with representation rights on behalf of the owner.
To practically demonstrate how to use this functionality, the State Construction Control Bureau will host an online webinar "OWNERS' and OPERATIONAL matters in the Construction Information System" on November 25, 2022, from 10:00 to 12:30. More information: [link to the webinar].
