Upcoming Major Changes in the BI: Introduction of the Building Profile

We would like to inform you about significant upcoming changes in the Building Information System (BIS) – the introduction of the Building Profile.

Implementing the Building Profile at the level of a construction case is the first step towards fulfilling point 35.10 of the Government Action Plan: "Ensure the gradual implementation of a unified construction and real estate registration process, from the initiation of a construction intention to the registration of the building in the Land Register, primarily obtaining data through information system-level data exchange" (hereafter – the unified building registration process). More details about this process can be found in the informative report prepared by the Ministry of Economics.

The Building Profile will include the registration of key building data in a structured format, such as the building name, primary use, building footprint area, building height, building volume, and other parameters necessary to initiate and support the unified registration process.

On May 9, 2025, the State Construction Control Bureau organized an informational BIS webinar titled “Current Issues and Updates in BIS” (presentation), where users were introduced to the upcoming BIS functionality changes:

  • 00:45:56 – Pre-registration of Room Groups

  • 01:18:52 – Introduction of the Building Profile

We encourage all BIS users to watch the webinar recording in advance to prepare for the upcoming changes, which will be implemented in the BIS production environment on the evening of Thursday, May 15, 2025.

Please note that the new functionality will significantly alter the BIS data structure. Therefore, if you observe any errors or irregularities in system operation after the changes are introduced in the production environment, we kindly ask you to submit a bug report.
