On May 13, the window for submitting applications to the multi-apartment building energy efficiency support program closed, as in record time all available funding—earmarked for general renovation measures—was fully reserved.
The call for applications opened on April 3, 2025, under the #ESfondi program, with a total envelope of €173 million. On the very first day, nearly 100 project proposals were submitted, setting a new one-day record.
Applications are still being accepted for:

Buildings planning to use factory-manufactured wooden frame panels for renovation.

Multi-apartment buildings in the Latgale planning region where the energy-efficiency upgrade is projected to deliver 10–29 % primary energy savings.
Capital-grant funding for these activities remains available.
The exceptionally strong public interest was spurred by the option to apply without fully completed technical documentation—giving apartment owners additional assurance that funding will be secured and simplifying their decision to participate. Under this streamlined process, ALTUM received 68 % of all applications.
The remaining 32 % came from applicants who submitted complete technical dossiers and will proceed to select contractors and begin works once ALTUM’s decisions are issued. By region, submissions break down as follows:

Zemgale: 9 %

Latgale: 5 %
The most active municipality is the city of Riga, with 102 individual project applications.
The Ministry of Economics applauds this high level of demand and is actively seeking additional funds and exploring the reallocation of existing resources to extend the program. ALTUM is also now offering loans for multi-apartment building renovations and surrounding-area landscaping. Building managers are encouraged to collaborate closely to ensure proper maintenance and long-term sustainability.
