Approving amendments to the Cabinet of Ministers Regulations No. 408 of July 11, 2017, "Procedures for Calculating the Management and Maintenance Fee for Residential Buildings," the Cabinet of Ministers, at its meeting on September 19 of this year, supported our proposal to improve the regulations to ensure the implementation of energy efficiency improvement measures for residential buildings, including the certification of building energy performance.

Measures for improving the energy efficiency of buildings include the assessment of building energy efficiency, building energy certification, inspection of heating systems and air conditioning systems, etc. Regarding multi-apartment residential houses, whose owners have not taken over the management rights (and they constitute the majority of the multi-apartment residential building stock), the Cabinet of Ministers Regulation No. 408 of July 11, 2017, "Procedures for Calculating the Management and Maintenance Fee for Residential Buildings" applies.
Despite the aforementioned amendments to the law, in practice, the energy certification of multi-apartment buildings does not proceed systematically. To promote the planned energy certification of multi-apartment buildings, thus enabling owners and managers to effectively initiate the implementation of energy efficiency improvement measures for residential buildings, the ministry has prepared amendments to the Cabinet of Ministers regulations to specify the template for the maintenance and management work plan for residential buildings and the income and expenditure statement for a specific calendar year, including the item "Implementation of energy efficiency improvement measures for residential buildings, including ensuring compliance with minimum requirements and building energy certification." Thus, the manager will be able to include costs associated with building energy certification in these templates. Building energy certification is necessary to provide owners with information on energy consumption in the building, enabling them to make informed decisions about necessary energy efficiency improvements. Additionally, when preparing a project application for support for building renovation and the implementation of energy efficiency measures, energy efficiency assessment costs may be included in the eligible costs.
