An automated solution has been introduced for the registration/update of a building or a group of premises in the Cadastre based on simplified construction intentions from BIS

Published Wednesday, 20 September 2023

Starting from September 20th of this year, the Building Information System (BIS) has provided full functionality to automatically initiate the service "Registration/Update of Building or Room Groups in the Cadastre from BIS Documents" in the State Land Service. This occurs when an explanatory note or construction notice has been submitted within BIS construction cases.

The construction initiator's notice of completion or an explanatory note received from BIS, accompanied by an endorsement of the completion of construction by the municipal construction board or another institution performing construction board functions, is considered an application for building registration in the Cadastre or for updating building data.

The service execution statuses can be tracked on the portal http://www.kadastrs.lv -> My orders VZD.

A description of the service "Registration/Update of Building or Room Groups in the Cadastre from BIS Documents" is available on the State Land Service website here.

In accordance with Cabinet Regulation No. 263 of April 10, 2012, "Procedures for the Registration of Cadastre Object and Updating of Cadastre Data," point 3.1 (version effective from January 28, 2023), cadastral surveying with surveying may not be performed in these cases. Therefore, if an explanatory note or construction notice is submitted within BIS, cadastral surveying of buildings cannot be initiated within BIS construction cases starting from September 20, 2023. If the client wishes to have cadastral surveying performed in these cases, they must contact the State Land Service.

On September 22, 2023, from 10:00 to 11:30, the Construction State Control Bureau will conduct training - an online webinar "Current Issues and Innovations in BIS," dedicated to demonstrating the new changes in completing construction with data registration in the Cadastre without cadastral surveying.

Participation in the webinar is free, and advance registration is not required. The access link and more information about the webinar are available on the BIS website Calendar.
