The BIS Artificial Intelligence Assistant becomes a new digital support tool for the construction sector

Today, 1 July, the State Construction Control Bureau (BVKB) is publicly presenting the new Artificial Intelligence (AI) Assistant of the Construction Information System (BIS) and invites all interested users to try it. The AI Assistant complements the existing customer support service by providing an additional information channel where users can receive the information they need about BIS. This support is available 24 hours a day, seven days a week.

Until now, the assistance provided by the BIS support service has mainly been based on individual consultations and online communication. The new solution makes it possible to quickly receive answers to frequently asked questions, better understand regulatory requirements, the logic of construction processes and the sequence of actions, as well as use BIS functionality more effectively.

Minister of Economics Viktors Valainis: “A modern construction sector is unimaginable without digitalisation. Simpler processes, less bureaucracy and more user-friendly public services are long-term goals in which artificial intelligence solutions play an important role. It should be emphasised that the BIS AI Assistant has been developed to support BIS users without increasing human resources in public administration, but by using existing resources more effectively, improving customer experience and making public services more accessible and efficient.”

During the pilot project, which lasted just under three months, the new digital solution answered 16,927 user questions and participated in 7,505 unique conversations.

It should also be noted that the AI Assistant has already received positive feedback from users — most user ratings have been positive, while negative ratings are related to users’ incomplete understanding of what the AI Assistant is currently capable of doing. At the same time, observations show that the assistant is used by a wide range of users — from industry professionals to private individuals with everyday needs.

“The results of the pilot project show that the AI Assistant is particularly useful for construction initiators, property owners and private individuals, who make up its largest user group. At the same time, we see that users actively use the AI Assistant outside regular working hours — early in the morning, in the evenings and on weekends. This confirms that such a digital support tool is needed exactly when users have questions, regardless of the working hours of the institution or support service,” emphasises BVKB Director Baiba Vītoliņa.

Statistical analysis shows that 73.3% of all questions are related to the use of BIS, 15.7% concern construction regulatory requirements, while in 9.6% of cases users combine practical questions about using BIS with explanations of regulatory requirements in a single conversation. This confirms the need for a unified solution that provides both technical and regulatory support in one place.

Uldis Jansons, Director of the BVKB Information Systems Department: “The BIS Artificial Intelligence Assistant is a solution created in Latvia, developed specifically for the needs of BIS and based on Latvia’s construction regulatory framework. It is not a product adapted from abroad or from another company, but a solution designed in line with the specific needs of Latvia’s construction sector. The long-term goal is to create a smart digital assistant that will help users navigate BIS more effectively, prepare the necessary data more easily and use state e-services more conveniently. In the next stages of the AI Assistant’s development, we expect it to be able to read and partially complete the information required in a construction case, as well as provide support to building managers in the BIS ‘House File’ section.”

Observations from the pilot project show that BIS users are already ready to entrust the AI Assistant with carrying out construction process-related actions in BIS, demonstrating both trust in technological solutions and demand for the assistant’s further development.

The AI Assistant acts as an innovative helper that helps simplify processes and reduce the administrative burden.”

To receive the most accurate possible answer when asking questions to the BIS AI Assistant, users are encouraged to follow these recommendations:

  • Ask questions clearly and specifically.
  • Describe the situation, document type or stage of the construction process you are interested in.
  • Ask only one question at a time.
  • Ask questions on the same topic within the same conversation.
  • For questions about regulatory requirements, always review the references provided.
  • The assistant helps users navigate information, but the final decision is made by the user.
  • Provide feedback on the answers received.

BVKB encourages users to follow security requirements and not to enter personal data, confidential information or restricted-access information when communicating with the AI Assistant.
