With the aging of society and the increasing demand for care services, there is a need to improve the accessibility and quality of care services, promoting a transition from institutional to community-based, family-like care for retirement-age individuals, including those with dementia. For the implementation of this, municipalities will have access to funding from the Recovery and Resilience Mechanism 3.1.2.3.i. investment “Sustainability and Continuity of Long-term Social Care Services: Development of New Providers of Family-like Care Services for Retirement Age Individuals” (R&R 3.1.2.3.i. investment).

To facilitate the rapid creation of new, environmentally friendly, fully accessible, and family-like care service facilities for retirement-age individuals, the Ministry of Welfare has tasked the state agency “Šampētera nams” with developing a standard design project.

Given that the standard design project for a two-apartment single-story residential house was developed in 2022, when there was a significant increase in construction costs, leading to an increase in the construction cost estimate, “Šampētera nams,” under the instruction of the Ministry of Welfare, examined possibilities to reduce the material (construction product) costs in the standard design project, while ensuring compliance with set requirements and nearly zero energy building conditions. The material with the proposed solution for reducing the overall construction cost is available for download with the standard design project.

The construction cost estimate of the standard design project has been supplemented, offering a solution for each apartment in the single-story residential house to reduce the material (construction product) costs for the type of construction work or structural element where it is possible and sensible. This information is compiled in the additional Excel sheets attached to the construction cost estimate, indicating the local estimate number, while the positions in the local estimates where cost reductions are proposed are highlighted in blue.

The use of the developed standard design project is a prerequisite for a municipality to be eligible for R&R 3.1.2.3.i. investment funding for creating family-like care service facilities for retirement-age individuals. We also encourage everyone who wishes to develop high-quality, community-based, and family-like care services to use the standard design project.

Standard design project download usage rules

Energy efficiency:

  • according to the project, less efficient energy efficiency measures and solutions cannot be determined;
  • ventilation cannot be omitted despite achieving corresponding energy efficiency indicators;
  • energy efficiency requirements for windows cannot be reduced.

Accessibility requirements:

  • ensure as wide accessibility as possible, without narrowing the scope set in the project;

Acoustic indicator requirements:

  • cannot be worsened according to the project.

Use of local materials:

  • evaluate opportunities, preferably using Latvian-made materials and construction products for project implementation.

The standard design project is funded by the European Recovery Fund and its use does not allow for fraud or double funding violations.

Information that the building is designed with the support of the Ministry of Welfare and the European Recovery Fund:

  • visible information during construction until commissioning, as well as an informative indication at the building during its operation;
  • after the building is commissioned, inform the Ministry of Welfare where the respective project in Latvia has been implemented.

Data collection necessary for the use of the construction project:

  • information available semi-annually on how many project implementers have confirmed their agreement with the conditions related to the use of the standard construction project;
  • information available semi-annually on the number of views for the publicly published developed project.
