On Friday, November 24, the implementation of the European Regional Development Fund project "Development of Construction Processes and IS (2nd Phase)" (No. 2.2.1.1/19/I/005) concluded. The overall project implementation lasted for 48 months.

Project Objectives: At the start of the project, the main goals were outlined to increase the reuse of public data and facilitate effective collaboration between public administration and the private sector. This was to be achieved by enhancing and expanding the functionality of the Construction Information System (BIS) to provide a centralized collaboration platform for construction process management. The aim was to develop building lifecycle management in line with the latest global and European Union trends. Additionally, the project aimed to reduce administrative burdens gradually.

Achieved Results Within the Project: During the project, the following objectives were achieved:

  1. Enhancement of construction industry productivity and efficiency by increasing the use of information and communication technologies in building lifecycle management.
  2. Reduction of administrative burdens for individuals and legal entities.
  3. Improvement of service availability and increased reuse of public data.

Results of Process Improvements: Within the project, 13 public administration processes were enhanced or newly developed, covering various aspects of construction, including:

  • Construction project approval and coordination process, including modernization with Building Information Modeling (BIM) capabilities and improvements to third-party coordination support.
  • Construction process monitoring process, with enhancements in risk management functionality.
  • Building exploitation supervision process, including support for exploitation matters, authorization/delegation functionalities, and the creation of object risk calculation.
  • Building contractors' data management process, with additional functionality related to contractor classification data.
  • Building specialists' data management process, supplemented with time tracking data analysis and processing capabilities.
  • Building waste management process, with data exchange solutions between waste transport and management systems for information availability and traceability.
  • Notification and information process, introducing support functionality for a separate notification and information process, along with the development of a mobile device application (BIS Mobile) with relevant notification and information features.
  • Authorization/delegation process management, establishing functionality for the management of the authorization/delegation process to ensure stable e-service provision.
  • Home affairs management process, creating a new section in the Building Exploitation module to address Home Affairs and Exploitation issues.

Development of Public E-Services: As a result of the project, eight public e-services were developed or improved, covering various aspects of construction:

  • Data from the building contractors' registry.
  • Requesting technical regulations.
  • Receiving construction proposals and project coordination.
  • Receiving reminders.
  • Submitting complaints.
  • Receiving third-party coordination.
  • Access to construction case.
  • Building exploitation case.

Promoting Reuse of Public Data: To encourage the reuse of public data, 11 open data sets were published, covering information related to construction, building specialists, waste management, and more.

Enhancing Data Exchange Interfaces: To facilitate process automation and improve data exchange efficiency, 20 data exchange interfaces were developed or improved between the Construction Information System and other state and private partner information systems.

Project Implementation: Initially approved for 36 months, the project received additional funding in 2022 within the European Union funds for the 2014–2020 financial planning period, extending the project duration to 48 months. The total budget for the project reached EUR 4,421,100 (including EUR 3,757,935 of ERDF support and EUR 663,165 of national budget co-financing).

The project was implemented in seven phases, divided into 37 sprints. The project activities were carried out in close collaboration with representatives of the construction industry and responsible state institutions. Over 300 working groups were organized, involving more than 5,000 participants from industry companies, non-governmental organizations, construction boards, municipalities, technical regulation publishers, as well as state and supervisory authorities. The Construction State Control Bureau expresses gratitude to all participants for their time and energy invested in improving BIS!
