Published Tuesday, 29 October 2024Certified building specialists are responsible for the quality of construction projects and works, while the state is tasked with ensuring their certification and operational oversight. Recognizing that professional organizations are best suited to evaluate the competencies and supervise the practices of building specialists, the Ministry of Economics (ME) enters into delegation agreements with these organizations for the assessment of building specialists’ competencies and independent practice supervision.
In 2022, ME signed three-year delegation agreements with competency assessment bodies, which will expire on January 1, 2025.
To reduce the administrative burden of the delegation agreement process, the Cabinet decided in its October 29, 2024, meeting that ME will now enter into 10-year delegation agreements with construction industry organizations instead of the previous three-year term.
This spring, ME held an open competition, inviting construction industry organizations to apply for the delegation of supervision and competency assessment functions for building specialists in architecture, design, engineering, and construction management within relevant fields. Through this selection process, ME has chosen the following competency assessment bodies for delegation agreements: the Latvian Association of Civil Engineers, the Latvian Association of Heating, Gas, and Water Technology Engineers, the Latvian Association of Electrical Power and Energy Builders, the Latvian Association of Architects, and the Latvian Railwaymen’s Association.
The Ministry of Economics signs delegation agreements to ensure more efficient fulfillment of public administration tasks by delegating certification and supervision functions to non-governmental organizations. These agreements are expected to improve construction quality, from specialist training to work quality monitoring.
